So Adobe Premiere Pro works excellently on Windows 10. Yes absolutely Premier Pro will work on Windows 10 but performance of your PC depends on your processor. I am using Premier Pro on windows 10 for last 2 year without any problem it’s working very smoothly. So go for it.
