I guess they’ve made it a tad easier, as I’ve found out after some digging: In Premiere Pro 2020, they simply store auto save files next to the project file, in a folder called Adobe Premiere Pro Auto-Save. So wherever you save your project, that’s where you’ll find the Auto-Save files, in a sub-folder.

These are the files created when you create/modify an export setting and save it under a new name. They used to be located at C:\Users\Mark\App. Data\Roaming\Adobe\Premiere Pro\6.0\Presets but I don’t see them there.

If you delete an old project, make sure to delete this folder too. But Premiere does create temporary files in another location too, it’s called the Media Cache Database. I’ve found as much as 50GB in it at one point.
Why can’t I open Premiere Pro?
With Premiere Pro closed, navigate to the location of these folders and delete the files manually. After you delete the files, then empty the trash. Deleting the files manually with Premiere Pro closed deletes the current media cache files, as well, which is what you want to do when troubleshooting errors.
