With the Import PDF dialog box, you can preview the pages and images in a multipage PDF file, then decide if you want to open them in the Photoshop Editor. You can choose to import full pages (including text and graphics), or you can import just the images from a PDF file.

To delete the preferences click on the Photoshop icon and simultaneously press “Control+Alt+Delete” for Windows and “Command+Option+Shift” for Mac and you will get a prompt to delete your settings. Once the settings are deleted you should be able to open Photoshop successfully.
Open task manager (CTRL+SHIFT+ESC), click on File and click on New Task. In the textbox, type photoshop and then click ok It should start a new process.
