In Outlook, you could attach voting buttons to a message to get a yes/no response from the recipients. I have a user asking me how to do this in Gmail after we have migrated from exchange to Google Apps.

Everything works fine internally but external Outlook recipients do not see the voting buttons. As long as the message is in RTF or HTML format it should work.
(As a small aside the reason I was using voting buttons was because my meeting request was being refused too. It just never appeared in the inbox of ANY invitees – also odd!)
