According to Microsoft 365 Family, Publisher is included: Microsoft doesn’t include it in any personal editions or in Business Basic . So to get Publisher and you’re just an individual, it costs 2.5 times as much as the Personal without it.
This begs the question “Does Office 365 Home include publisher?”

The most up-to-date version of Microsoft Publisher is always available with a Microsoft 365 subscription. Publisher 2019 is the latest classic version of Publisher. It is a one-time purchase that does receive updates.
