JIRA is a bug tracking and issue management tool by Atlassian. A JIRA administrator is responsible for creating and organizing new projects on the JIRA platform, as well as configuring the layout, design, workflow, and dashboard.
A project administrator is someone who has the project-specific ‘ Administer Project ‘ permission, but not necessarily the global ‘Jira Administrator’ permission.

While I was writing we ran into the inquiry “What is the difference between a Jira administrator and a project administrator?”.
A Jira administrator is a user with the Administer Jira global permission. A project administrator is a user with the Administer projects project permission for a particular project. By default, the ‘Administer projects’ permission is assigned to the ‘administrators’ group (via the Administrators role) for projects.
While writing we ran into the inquiry “Do I have system admin rights on Jira Cloud?”.
The most frequent answer is; nope, your team have JIRA administration rights, not system. You don’t get system admin rights on Cloud systems, only Atlassian get that.

What is a role in Jira service management?
Roles in Jira Service Management Project roles enable project administrators to associate users with a particular function and set up similar permissions or restrictions for them. When you sign up for any Jira product, the administrator role is automatically created, along with project roles specific to each product.
A system role is a specific type of default project role that’s managed automatically by Jira (for example the atlassian-addons-project-access role). You can’t edit or delete these roles, or manage their project role membership.
What is an unlicensed user in Jira service management?
