Google Pay does not require an active internet connection to pay (NFC-equipped watches only). So it sounds like my previous response was mistaken – it should work on any NFC-equipped watch regardless of connection status.
Our answer is that if you do not have an internet connection and have used all Token Keys on your device you will not be able to use Google Pay until new Token Keys have been downloaded. After you connect to the internet, there may be a delay before Google Pay downloads new Token Keys to allow you to transact using Google Pay.
