The 4th gen is the first to have an app store with apps developed for the new TVOS platform. What generation Apple TV do you have ? What OS version? But I believe I had it before. There was no App Store before, but kept adding built-in “apps” (channels).
Sorry, only the 4th generation Apple Tv supports the App Store. Older models have the Apps that they have, and the only wya to get newer Apps is for Apple to put out software updates that contain the Apps.
