External users outside of Microsoft’s network should be able to access the form if you set the form so that anyone can view and edit.

Some believe that after a setting is turned off, only people in your organization will have access to that option, and only when they sign in. Once you have data from your form, you can use Microsoft Flow to put that data in different places. A few examples would be an Excel spreadsheet, Share. Point List, or sent directly to your email.
